PLATFORM

(Amended by the Congress on June 6, 2026) 

The Vietnamese Nationalist Party (VNQDĐ) is a revolutionary party founded by revolutionary  Nguyễn Thái Học and patriotic heroes and heroines on December 25, 1927, in Hanoi (Vietnam).  VNQDĐ gathers all social classes regardless of stratum, age, religion, gender, region, or  ethnicity with the Purpose and Principle of “carrying out a national revolution, overthrowing  feudal colonialism, and establishing a Democratic Republic regime to bring Independence and  Freedom to the Nation and Happiness and Progress to the entire people”.  

The policy of VNQDĐ is based on three fundamental principles: “National Independence – Civil Liberty – People’s Happiness”.  

Regarding National Independence: A nation must be independent in all aspects to determine its  destiny and the future of its people. All nations in the world have the right to enjoy  independence and freedom in accordance with the evolutionary momentum of the civilized era.  VNQDĐ is determined to fight for National Independence and defend the territorial integrity of  the Fatherland.  

Regarding Civil Liberty: Democracy must go hand in hand with freedom; democracy without  freedom is a pseudo-democracy. A liberal democratic regime is the foundation for developing  and ensuring a humane and progressive society. Civil rights and human rights are universal  characteristics of the progressive, civilized era, solemnly recognized in the United Nations’  Universal Declaration of Human Rights. Everyone is born with all fundamental freedoms and is  equal in society and before the law.  

Regarding People’s Happiness: VNQDĐ advocates building a humane, equitable, and  prosperous society to elevate and serve the lives of the people. All citizens have the right to live  happily, both physically and mentally, with a secured future and respected dignity. 

Based on the Party’s founding documents and the historical records of the pioneering figures  who established the Vietnamese Nationalist Party, the Party’s lines and policies are entirely  derived from the genuine patriotic spirit of the Vietnamese nation and do not borrow any  ideology from abroad.  

After its establishment, VNQDĐ quickly developed facilities everywhere, recruiting many party  members from all social classes into a united nation. Facing the urgent situation at that time,  VNQDĐ organized a General Uprising on February 10, 1930, in Yên Bái. The Revolutionary  Army captured many military outposts, causing damage to the enemy. The colonial French  army, with advanced weapons, fiercely counterattacked; the general uprising failed, and party  leader Nguyễn Thái Học and his comrades sacrificed their lives at the Yên Báy execution  ground (now Yên Bái) on June 17, 1930. Thousands of party members were exiled, and the rest  continued to operate secretly.  

Although the Yên Bái General Uprising was unsuccessful, it awakened the patriotism of the  entire population, especially the youth, sparking anti-French movements across the country.  

Over nearly 100 years since its founding, continuing the heroic and indomitable spirit of Yên  Bái, VNQDĐ continues its mission of fighting against feudal colonialism, the totalitarian  communist dictatorship, the invading Chinese Communists, and other dictatorial militaristic  regimes in Vietnam.  

The Vietnamese Nationalist Party Congress, held over three days on June 5, 6, and 7, 2026, in  the Capital City of Washington, United States of America, voted to pass this Political Platform,  which will be developed in detail into strategies to serve as a guiding compass for all activities  of the entire Party.  

The World Today 

Today, the United States advocates “national interests first,” using “tariffs” as a tool to bring  countries around the world into America’s political orbit. The United States remains the  wealthiest and most powerful nation globally, capable of resolving world crises and bringing  peace to humanity. 

The current world is divided in two, with one side led by Communist China and Russia under a  communist dictatorial regime mixed with hegemonic nationalism, opposing the liberal  democratic bloc led by the United States. Disputes often occur in regions with significant  geopolitical positions and could drag both sides into war. If world powers make wrong  decisions, a World War will occur with unpredictable dangers for humanity.  

Vietnam is situated in an important geopolitical position, the confrontation point of two  strategies: the “Belt and Road” of Communist China and the “Free and Open Indo-Pacific” of  the United States, making it a hotspot in Asia during the early decades of the 21st century.  

Vietnam Today 

The Vietnamese Communist regime has changed its approach toward world powers.  Meanwhile, domestically, it tightens dictatorial rule, vigorously arresting and imprisoning  dissidents, strictly controlling social media, desperately clinging to one-party rule, and going  against human progress.  

Through multiple Vietnamese Communist Party congresses, especially the one in early 2026,  the Vietnamese Communist Party (VCP) continues to pursue obsolete communism, opposing  the democratic aspirations of the entire people and blocking the nation’s future progress.  

The Wuhan virus pandemic in 2020 proved that the Vietnamese Communist leadership issued  overlapping and increasingly chaotic orders leading to a deadlock, killing many infected  citizens, and demonstrating their inability to lead the country through crises. Let the entire  people freely choose worthy leaders for the country.  

The Vietnamese Communist Party monopolizes national assets, shares privileges and benefits  among themselves, and covers up corruption, forming a ruling class detached from the masses  and antagonistic to the citizenry.  

The Vietnamese Communist Party’s policy of a “socialist-oriented market economy” is now  completely bankrupt, with weak infrastructure, financial deficits, rising inflation, currency  devaluation, severe hardship for the majority of the people, poverty among farmers, and  massive losses in state-owned enterprises. 

Vietnamese culture, society, and education under communism have severely degraded from the  top down; morality is reversed, bribery and corruption have become national disasters, the  wealth gap is excessively wide, and workers and farmers are the most oppressed classes in  society. The living environment is severely polluted, healthcare is backward, and the people’s  health is not guaranteed.  

Vietnam today boasts of development, but in reality, labor in Vietnam is merely working for  hire. All capital belongs to foreign companies investing in the form of FDI (Foreign Direct  Investment), hiring Vietnamese workers to generate profit for their companies.  

The Vietnamese Communist Party is cowardly and weak in the face of Communist China’s  encroachment in all aspects. Territory and territorial waters are violated, and the risk of losing  the country is imminent. The world wants to assist Vietnam in political and economic reforms  and increasing national defense, but the Vietnamese Communist Party continues the path of  dependence on Communist China due to fear of losing the party’s ruling monopoly.  

The Vietnamese Communist Party stubbornly clings to a totalitarian dictatorship, maintains a  political monopoly, and restrains the nation’s progress; the situation becomes increasingly  tragic, and the danger of losing the country is hard to avoid. The ruling VCP clique has truly  challenged the aspirations of the entire Vietnamese nation for a democratic, free, and prosperous  country under a political institution of the people, by the people, and for the people.  

Therefore, the Vietnamese Nationalist Party is determined to struggle together with the entire  people to save and rebuild the country.  

STRATEGIES AND OBJECTIVES 

The struggle objectives of VNQDĐ include:  

1. Determined to pursue the ideals of National Independence, Civil Liberty, and People’s  Happiness to realize a democratic political system for which VNQDĐ and its compatriots  have paid in blood for nearly a century.  
2. Establish a statutory and multi-party republican institution, respecting human rights and  the fundamental freedoms of the people, especially the freedom of religion, freedom of 

thought, freedom of speech, freedom of the press, freedom of election and candidacy,  freedom of private ownership, and freedom to pursue human happiness.  3. Build a civilized and progressive Vietnam, a true free-market economy, elevate the  people’s living standards, develop healthcare, elevate the people’s intellect through  education and cultural preservation, ensure social welfare for everyone, and restore the  humane and liberal culture of the nation.  

4. Oppose all forms of foreign encroachment from wherever they come, determined to  protect national sovereignty, territorial integrity, and national independence.  

To achieve the stated objectives, VNQDĐ advocates:  

1. Placing the interests of the Fatherland and the nation above all, taking national inner  strength as the primary power, standing side by side with the entire people in the cause of  saving and rebuilding the country, with the determination to end all forms of dictatorship  and build a free, democratic society. Aiming to bring a warm, happy life and worthy  human dignity to all people.  
2. Struggling under all forms suitable to the situation, non-violently and avoiding going  against the trend of the era. Resolutely opposing all policies of false harmony and  reconciliation with the Communists and pseudo-democracies.  
3. Cooperating with political parties, unions, organizations, and Vietnamese communities at  home and abroad who share the same ideals in a spirit of mutual respect, uniting into a  common front.  
4. Calling on cadres and party members of the Vietnamese Communist Party to return to the  ranks of the nation, standing alongside the entire people in the struggle to dismantle the  dictatorial regime and rebuild the country. Protecting the assets that Vietnamese  Communist cadres and party members have built with their own sweat and hard work.  
5. Supporting individuals and organizations domestically that are resiliently struggling for  Freedom, Democracy, and territorial integrity.  
6. Lobbying the United Nations, democratic countries, and private organizations to support  the struggle for Freedom, Democracy, and Human Rights for the Vietnamese nation. 

POLICIES 

National Salvation Phase: 

The Vietnamese Nationalist Party advocates combining all forms of struggle at home and  abroad in accordance with the trends of the times; resolutely opposing all policies of false  harmony and reconciliation with the communists; building truly robust internal strength; allying  and coordinating with genuine nationalist organizations to create the combined strength of the  Vietnamese Nationalist collective while promoting international diplomatic efforts to receive  support from free, democratic nations; maximally utilizing media and the press to convey  truthful information to the Vietnamese people both domestically and internationally; and  mobilizing politics through the following tasks: 

1. Building a contingent of cadres with ethical standards, worthy of being brave Vietnamese  Nationalist fighters, determined to sacrifice themselves for the interests of the Fatherland  and the Nation.  
2. Mobilizing the domestic masses to stand up against tyranny, demanding freedom,  democracy, and fundamental human rights, and protecting the integrity of the fatherland  in the face of Communist China’s occupation of the Paracel and Spratly Islands, border  areas, the highlands, and vital strategic positions of Vietnam.  
3. Campaigning for the establishment and support of Religions, Civil Society organizations,  and independent Trade Unions to protect workers’ rights, improve farmers’ lives, and help  victims of injustice demand the right to live and reclaim property plundered by the  communist tyranny.  
4. Mobilizing overseas Vietnamese to build strong communities with international backing;  encouraging the youth to participate in mainstream local political activities to create  effective supportive power for the struggle of compatriots at home.  
5. Lobbying internationally to support the struggle of oppressed compatriots domestically  demanding freedom, democracy, and human rights while simultaneously opposing the  aggressive actions of Communist China. 

Reconstruction Phase: 

VNQDĐ advocates building “a free, democratic, wealthy, and strong Vietnam, where all people  live in peace, prosperity, and happiness”.  

1. Regarding Politics: Build a democratic institution governed by the rule of law, ensuring  fundamental civil liberties, respecting the principle of separation of powers, and  establishing mechanisms for national checks and balances.  
2. Regarding Culture and Thought: Build a humanistic national culture with a liberal and  open outlook on life, respecting freedom and equality for all, making the family the  foundation of society, respecting human morality, observing propriety in conduct, and developing a model of patriotic citizens with a sense of responsibility, respect for the law,  who do not harm the interests of society and the nation. Oppose all forms of class hatred,  and prohibit discrimination and prejudice.  
3. Regarding Education: Advocate a national, humanistic, liberal, popular, and pragmatic  education; receive the world’s progressive scientific civilization; train a generation of  healthy, patriotic youth serving society; emphasize moral, intellectual, physical, and civic  education, focusing particularly on history, respecting truth, and upholding national pride  and the indomitable spirit of our Forefathers in defending the Fatherland.  
4. Regarding Society and Healthcare: Guarantee the basic needs of the people: food,  clothing, housing, employment, medicine, and education. Encourage social charitable  activities. Guarantee a minimum standard of living for the unemployed, low-income  earners, the elderly, the disabled, orphans, and widows. Prevent corruption, abuse of  power, and all social evils. Build a progressive, humane healthcare system where all sick  people receive proper treatment; encourage the private sector to participate in patient care  in a humanistic spirit; research and scientifically apply traditional therapies in  combination with modern medicine.  
5. Regarding Women and Children: Respect the equality and dignity of women, assist  pregnant women, and protect women from domestic violence. Nurture the young  generation of the country. Create an environment for youth and children to develop 

healthily both physically and mentally. Oppose all forms of monopolistic ideological  indoctrination and sowing hatred and division among the youth; prohibit all forms of  exploiting children and youth for illicit activities and political investments.  

6. Regarding Farmers: Elevate the living standards and protect the rights of farmers, who  currently make up the majority of the population and are the most disadvantaged group in  society. Mechanize agriculture and develop rural and highland electricity networks.  Farmers have the right to own their land.  
7. Regarding Workers: Respect and protect the rights of workers, creating conditions for  career advancement; establish programs for social security, pensions, health insurance,  and occupational accident insurance to improve family life. Workers have the right to  freely join independent trade unions.  
8. Regarding Religion, Beliefs, Customs, and Ethnic Minorities: Respect the freedom of  religion, beliefs, and the good customs and habits of the nation. Churches, Temples, Holy  Sees, and places of worship are protected by law and treated fairly. Ethnic minority  compatriots will be specially supported. Prohibit all forms of racial discrimination.  
9. Regarding Economy and Finance: Build a free-market, humanistic, and scientific  economic and financial system, founded on creating welfare for the people and prosperity  for the nation. The private sector is the main driver of development assisted by the  government; respect private property and land ownership rights; improve and build  economic infrastructure, encouraging private investment consistent with national and  investor interests; advocate a fair taxation policy and a rational credit banking system to  develop the economy.  

10.Regarding Taxation: Taxes are an income portion that all citizens must pay to the  government within their earning capacity and are non-refundable. Taxpayers fulfill their  duty by contributing to the national budget so the government can distribute wealth to  execute its functions of protecting national security, developing the economy, and serving  public welfare. Government tax laws must be fair, clear, and transparent to taxpayers. 

11.Regarding Natural Resources and Environment: Protect national resources; strengthen  forest inspection, forest conservation, and the protection of wildlife; rationally and  scientifically exploit mineral resources, oil, gas, marine resources, and fishing grounds. A  clean environment is an urgent global need today, directly affecting human life. The  environment must be protected to nurture nature for Vietnamese people in particular and  contribute to protecting the global ecology.  

12.Regarding Transportation and Tourism: Develop road, river, and maritime transportation  systems; modernize railway and aviation systems; develop the tourism industry, and  protect the nation’s cultural and historical relics.  

13.Regarding Diplomacy: Advocate expanding diplomatic relations with all countries based  on equality, cooperation, and mutual respect for sovereignty and territorial integrity; sign  and respect equal treaties; abolish previous unequal treaties; resolve disputes through  negotiation based on international law.  

14.Regarding Commerce: Create conditions for goods produced in Vietnam to be consumed  by many countries worldwide, encourage and assist the private sector in elevating the  quality of manufactured goods, so that Vietnamese products gain increasing prestige in  the global market.  

15.Regarding Foreign Investment: Create favorable conditions for foreign corporate  investments to develop the economy, reduce unemployment, and raise salaries and  benefits for workers, while learning state-of-the-art technical skills from companies of  advanced nations.  

16.Regarding Security and National Defense: Build a strong national army loyal to the  Fatherland; modernize the Navy, Army, and Air Force branches, equipping them with  modern weapons to protect the country and safeguard territorial, maritime, and airspace  sovereignty. Advocate that the military and police remain outside political disputes,  independent of political organizations. The military serves only the Fatherland above all.  The police must be friends of the people, protecting compatriots and national laws. 

17.Regarding the Paracel and Spratly Islands: Communist China used armed force to seize  Vietnam’s Paracel and Spratly Islands in 1974 and 1988 and is fully occupying the East  Sea. VNQDĐ affirms that it must bring Communist China’s invasion of Vietnamese seas  and islands before international courts to reclaim Justice through International Law, the  UNCLOS Law of the Sea, and the 2014 ruling of the Permanent Court of Arbitration in  The Hague. VNQDĐ advocates that at any cost, these two archipelagos must be  reclaimed; this is the sacred historical sovereignty of the Vietnamese nation, even if it  requires sacrifices, although a peaceful solution remains the best policy.  

The Vietnamese Nationalist Party believes in the nation’s tradition, will, and spirit of solidarity  under the principle of “National Independence” to defend the country. Only the power of unity  and the will to struggle can save the country from communism and dictatorship. No power can  destroy a nation that knows how to unite, nor the indomitable, resilient spirit of the nation. The  struggle for liberation and national construction is the duty of all citizens at home and abroad,  

requiring an ironclad and persevering will, which will surely achieve glorious victory, reflecting  the will and aspirations of the nation.  

The Vietnamese Nationalist Party is determined to join the entire people in fully realizing the  above objectives in accordance with the teachings, spirit, and guidelines of National Heroes,  among whom Revolutionary Nguyễn Thái Học and the pioneer members of the Vietnamese  Nationalist Party sacrificed their lives for the Fatherland and the Nation.  

The shining Righteous Cause of Independence and Freedom of the Vietnamese Nation will  surely triumph!  

For the future of the Fatherland, for the Happiness of our compatriots, the Vietnamese  Nationalist Party is determined to strictly implement this Platform.
