Dân Biểu Hubert Võ và Nghị Quyết HCR 258

Dân Biểu Tiểu Bang Texas, Hubert Võ, thuộc đảng Dân Chủ, người Mỹ gốc Việt đã vận động thành công rực rỡ Nghị Quyết HCR 258 – Nghị quyết đã được 100% dân biểu và thượng nghị sĩ tiểu bang đồng thuận với đại đa số tuyệt đối, Nghị Quyết này được gửi đến các trường đại học và các trung tâm giáo dục tiểu bang Texas từ đây buộc phải treo cờ Vàng Ba Sọc Đỏ mà trong Nghị Quyết gọi là cờ Tự Do và Truyền Thống của người Việt tị nạn Cộng Sản.

Xét rằng, Việc treo cờ của Cộng Hoà Xã Hội Chủ Nghĩa Việt Nam tại khuôn viên của trường Đại Học Houston (Texas), cũng như tại các khuôn viên giáo dục cao đẳng khác tạo nên nỗi đau buồn lớn lao cho nhiều thành viên trong cộng đồng người Mỹ gốc Việt, và

Xét rằng, lá cờ với hình tượng sao vàng trong nền đỏ, đã tạo ra bởi Đảng Cộng Sản Đông Dương vào giữa thế kỷ thứ 20; nó là nguyên nhân của sự thống khổ đối với những người Việt rời bỏ quê hương tìm tự do đến định cư tại Hoa Kỳ; với những công dân Mỹ gốc Việt yêu mến này, sự hiện diện của lá cờ này (cờ đỏ sao vàng) là biểu hiện sự thiếu tôn trọng về những quá khứ chiến đấu của họ; và

Xét rằng, trên cơ sở đó thì lá cờ Tự Do và Truyền Thống biểu tượng cho cả hai lãnh vực văn hóa Việt Nam và ăn sâu vào tinh thần và lòng ước ao dân chủ; đó là lá cờ ba sọc đỏ trên nền vàng đậm, đã tung bay lần đầu tiên chính thức chào mừng ngày Việt Nam được độc lập từ nước Pháp; và

Xét rằng, Trường Điại Học Houston và các trung tâm giáo dục đại học khác nên tôn trọng người Mỹ gốc Việt và ủng hộ lý tưởng tự do dân chủ của họ bằng cách thay thế là cờ Cộng Hoà Xã Hội Chủ Nghĩa Việt Nam (cờ đỏ sao vàng) bằng lá cờ Tự Do và Truyền Thống (cờ vàng ba sọc đỏ); Vậy thì

Quyết nghị, căn cứ đạo luật thứ 81 của tiểu bang Texas, Đại Học Houston và các khuôn viên giáo dục cao đảng khác ngưng ngay việc treo cờ đỏ của Cộng Hoà Xã Hội Chủ Nghĩa Việt Nam và thay vào bằng cờ vàng Tự Do và Truyền Thống đã và đang gắn chặt với cộng động người Mỹ gốc Việt; và hơn thế nữa

Quyết nghị, Thư ký của tiểu bang Texas sẽ gửi bản chính thức nghị quyết này đến Ủy Viên Hội Đồng Giáo Dục với sự biểu lộ quan tâm của các dân biểu và thượng nghị sĩ (tiểu bang Texas).

Nghị quyết trên gọi là Nghị Quyết 258 của tiểu bang Texas với 100% dân biểu tiểu bang bỏ phiếu thuận vào ngày 25-05-2009, Ngày 30-05-2009 Thượng Nghị Viện tiểu bang Texas cũng bỏ phiếu thuận 100% với 31 phiếu.

HOUSE CONCURRENT RESOLUTION

(HCR No 258)

WHEREAS, The display of the flag of the Socialist Republic of

Vietnam on the central campus of the University of Houston, as well

as on other campuses of higher learning, has caused great distress

to many members of the Vietnamese American community; and

WHEREAS, This flag, which features a yellow star on a red

background, was first adopted by the Indochinese Communist Party in

the mid-20th century; it represents a source of anguish to

countless people who fled to the United States as a welcoming haven

of liberty and tolerance; to these esteemed citizens, the display

of this flag is interpreted as a lack of respect for their historic

struggles; and

WHEREAS, In contrast, the Freedom and Heritage Flag

symbolizes both the Vietnamese cultural heritage and a deeply

rooted resilience and yearning for democracy; this flag, which

bears three red stripes on a background of golden yellow, was flown

for the first time at a ceremony marking the official recognition by

France of Vietnamese unity and independence; and

WHEREAS, The University of Houston and other institutions of

higher learning can express their respect for Vietnamese American

culture and their support for the ideals of liberty and democracy by

replacing the flag of the Socialist Republic of Vietnam with the

Freedom and Heritage Flag; now, therefore, be it

RESOLVED, That the 81st Legislature of the State of Texas

hereby urge the University of Houston and other institutions of

higher education to cease displaying the red flag of the Socialist

Republic of Vietnam and to instead fly the golden yellow Freedom and

Heritage Flag that has been embraced by the Vietnamese American

community; and, be it further

RESOLVED, That the secretary of state forward an official

copy of this resolution to the commissioner of higher education as

an expression of the sentiment of the house of representatives and

senate.
